The regulations finalized last month spell out that Title IX bars discrimination based on sexual orientation and gender identity. The order follows moves in recent years by Arkansas to restrict the rights of transgender youth.

The group had been scheduled to appear at Jazz Fest in 2019 but canceled because of Mick Jagger's heart surgery. A subsequent appearance was scrubbed in 2021 when the festival was canceled because of the coronavirus pandemic.
