 A California veterinarian has pleaded guilty for his part in what federal prosecutors say was a plan to illegally export exotic birds from New Orleans to Taiwan.

Federal court documents show that Alex Madriaga of Buena Park pleaded guilty Wednesday to a single count. He was one of four indicted last year and the second to plead guilty. Prosecutors said the plan involved shipping birds protected under an international treaty governing trade in endangered species.

A New Orleans candidate for mayor has been charged with lewd conduct in Santa Monica, California, according to multiple reports.Businessman and mayoral candidate Frank Scurlock said he has no idea what he is being charged with.

Santa Monica Chief Deputy City Attorney Terry White says Scurlock was allegedly caught masturbating by an Uber driver taking him to a hotel in West Hollywood on Feb. 10.

Scurlock’s arraignment is set for October 16th with is just two days after the mayoral primary.

Authorities in Louisiana arrested three people after a woman tried to claim a suitcase filled with marijuana in an airport's lost and found section. NOLA.com/The Times-Picayune reports deputies found about 10 pounds of marijuana in the suitcase at Louis Armstrong International Airport on June 29. The next day 38-year-old Safiya Zina attempted to claim the suitcase.  Zina told the Jefferson Parish Sheriff's deputies she was paid $1,000 to take the bag from California to New Orleans and exchange it for money.

The Lake Oroville Dam spillway in California is in danger of collapsing. The emergency spillway is being over-topped and more than 200,000 people are being moved to higher ground.
