On Thursday, October 8, West Monroe resident Heath A. Foster was sentenced to 156 months in federal prison for Possession with Intent to Distribute a Controlled Substance, followed by five years of supervised release. Foster previously pled guilty to the charge on June 18, 2026.
According to court documents, investigators with the Monroe Metro Narcotics Unit used a confidential informant in August of 2025 to conduct a controlled purchase of 57.2 grams of methamphetamine from Foster for $350 in West Monroe. In November 2025, the Monroe Metro Narcotics Unit again used a confidential informant to purchase 58 grams of methamphetamine from Foster for $350 at a different West Monroe location.
The Monroe Metro Narcotics Unit received information from a confidential source that Foster was returning to Ouachita Parish with approximately 10 pounds of methamphetamine. Louisiana State Police conducted a traffic stop as Foster’s vehicle entered Ouachita Parish. During the stop, a K-9 unit alerted to drugs in the vehicle. A probable cause search revealed a backpack on the front passenger floorboard containing almost ten pounds of methamphetamine packaged in six clear plastic bags.
The Drug Enforcement Agency, the Monroe Metro Narcotics Unit, and Louisiana State Police investigated this case. It was prosecuted by Assistant U.S. Attorney Allison C. Foster with assistance from Paralegal Specialist Emily Favrot.
