“The Restore ROOF Program is about helping Louisiana families make their homes stronger and better prepared before the next storm arrives,” said Gina Campo, executive director of the Louisiana Office of Community Development. “Investing in resilience today can help protect families and reduce the cost of future disasters.”

The formal public comment period for APA 8 runs from September 17 through 5 p.m. October 19, 2026.

In addition to creating the Restore ROOF Program, APA 8 proposes to:

  • Modify the program budget for the Resilient Mixed Income Gap Program (PRIME)
  • Add an eligible activity to the Restore Louisiana Homeowner Assistance Program
  • Increase the maximum assistance amount available through the Restore Louisiana Homeowner Assistance Program.

The U.S. Department of Housing and Urban Development provides federal Community Development Block Grant–Disaster Recovery (CDBG-DR) funding for the state’s recovery efforts. APA 8 is considered a substantial amendment to the state’s disaster recovery action plan and therefore requires a public comment period.

The proposed action plan amendment and information on how to submit public comments are available at https://locd.la.gov/action-plans.

Members of the public may submit comments by:
