USACE Vicksburg District announces new leadership appointments within the Programs and Project Management Division

VICKSBURG, Miss. – The U.S. Army Corps of Engineers (USACE) Vicksburg District is pleased to announce two leadership selections within the Programs and Project Management Division (PPMD). Alainna Garcie O’Bannon is the new Chief of the Program Integration and Controls Branch and Craig Prestwood, P.E., PMP, as Chief of Project Management Branch.

O’Bannon is a strategic, mission-focused leader with over a decade of experience directing complex program management for USACE. She most recently served as the Chief of the Programs Management Branch for the USACE Vicksburg District supporting projects in MS, AR, and LA. In this role, O’Bannon was responsible for developing and defending the federal budget and preparing the fiscal year work plan execution.

She began her career with the Corps in 2009 at the Engineer Research and Development Center’s (ERDC) Coastal and Hydraulics Lab. In 2010, she accepted a position in the Vicksburg District’s Project Management Branch, where she contributed to numerous critical projects. Her proven leadership led to her advancement in 2013 as a senior program analyst for the Mississippi River and Tributaries appropriation at the Vicksburg District.

She later elevated to the Mississippi Valley Division (MVD), serving as the Operations and Maintenance Appropriation Manager in the Civil Works Integration Division (CWID). In this capacity, O’Bannon successfully managed a $500 million program and supported district offices throughout MVD. When called upon, O’Bannon also stepped into key support roles as a Program Manager for both the New York and New Orleans Districts.

A native of Vicksburg, O’Bannon is a graduate of Vicksburg High School. She earned an associate degree from Hinds Community College and a Bachelor of Business Administration with a minor in Economics from the State University of New York. Dedicated to continuous professional development, she is a 2021 graduate of the MVD Emerging Leaders Program and obtained her certified Program Manager designation in 2025. She and her husband, David, have one daughter.

Prestwood will lead a multi-disciplined team in the planning, design, and construction of crucial civil works projects in his new role. He will oversee the district's portfolio of project schedules and budgets while ensuring execution of projects through the U.S. Army Corps of Engineers Project Delivery Business Process.

Prestwood has served as a Senior Project Manager for the Vicksburg District since October 2019, where he has managed a diverse and complex portfolio of projects. During his tenure, he successfully managed more than $50 million in Yazoo Basin projects, oversaw $30 million in interagency agreements, and secured approximately $110 million for critical emergency rehabilitation efforts in the Ouachita and Red River basins.

He joined the Vicksburg District in 2016, bringing extensive engineering and project management experience from previous positions with the Mississippi Department of Transportation, Neel-Schaffer Inc., and the Mississippi Department of Environmental Quality.

A 2004 graduate of Mississippi State University, Prestwood is a licensed Professional Engineer (P.E.) and certified Project Management Professional (PMP). He and his wife, Anna, have two daughters.
