Four Arrested in Ongoing Child Exploitation Investigation

(Ouachita Parish, LA) - The Ouachita Parish Sheriff’s Office arrested three adults and one juvenile following a lengthy and ongoing investigation into the production and distribution of child sexual abuse material (CSAM) online.

During the course of the investigation, detectives identified multiple individuals involved in the exploitation of minors. Investigators also discovered that one of the adult suspects is currently pregnant by a juvenile connected to the case.

As a result of this investigation, multiple victims were identified, safely removed from the residence, and placed into protective care through the Louisiana Department of Children and Family Services (DCFS).

The following individuals have been arrested and charged:
John Travis Howard:
-1 count – Computer-Aided Solicitation of a Minor
-1 count – Child Sexual Abuse Material (victim under age 13)
Tiera Nicole Mooney:
-1 count – Human Trafficking (for Sexual Purposes)
-1 count – Child Sexual Abuse Material (victim under age 13)
-1 count – Contributing to the Delinquency of a Juvenile
Katelynn Michelle Maurer:
-1 count – Second Degree Rape
Juvenile (16 years old):
-1 count – Human Trafficking (for Sexual Purposes)
-1 count – Child Sexual Abuse Material (victim under age 13)
-1 count – First Degree Rape

Due to the sensitive nature of this case and to protect the identities of the victims, no additional details will be released at this time.

This investigation remains active, and additional charges are possible.
