Legislation Would Change Teacher Evaluations

One state senator wants to see teacher evaluations return to observation and performance-based review. 

Sen. Fred Mills (R-Parks), says his bill is in response to constituents who say the value-added assessment model is not a valid measurement tool.  "It really starts  a new discussion to say let the principals look at the students and have a better quantitative measurement," said Mills.

The legislation would not completely remove the use of test scores as a factor in deciding effectiveness, but would reduce it's impact on evaluation score.
