In the first of a three-part series, Public Affairs Research Council President Robert Travis Scott explains the first three proposals on the November 6 ballot.  The first item adresses the Medicaid Trust Fund for the Elderly.  Amendment Two seeks strict scrutiny review for gun laws.  The third proposal addresses earlier notice of public retirement bills.
